Hebrew SeniorLife is developing Spruce Commons, a community of 96 permanently affordable one-bedroom apartments for adults 62 and older at 338 Canton Street in Stoughton. Spruce Commons will open in early 2028, combining affordable senior living with services designed to help residents remain healthy, active, and connected. Planned offerings include fitness and wellness activities, resident service coordination, multigenerational programming, and connection to other resources as needed.

Many Services Included

Included in the affordable monthly rent, Spruce Commons will offer a range of supportive services designed to help older adults continue to thrive. These will include social and recreational programming, fitness and wellness activities, social work services, and facilities management.

Most uniquely, residents will have access to a wellness team that understands the health needs of older adults. Through our Right Care, Right Place, Right Time initiative, residents will have the option to work with a team who can help coordinate with primary care providers, specialists, insurance providers, and in-home caregivers. Residents may have opportunities to participate in risk assessments and receive guidance on preventive health supports, nutrition, and overall wellness.

Utilities will be included in the rent.

This FAQ answers common questions about eligibility, amenities, and what to expect.

For households earning less than 30% of the Area Median Income (AMI), rent will be based on each resident’s income and will generally be about 30% of their qualifying income.

For households earning over 30% but no more than 60% of AMI, a standard fixed below-market rent will apply. The exact rent amount will be announced as construction progresses.

Individuals with mobile housing vouchers are also encouraged to apply.

One resident per apartment/household must be aged 62 and older. Spruce Commons will have 36 units reserved for people earning at or below 30% of Area Median Income (AMI) and 60 units reserved for those earning between 30% of AMI and 60% of AMI.

While the community will not open until early 2028, the current income limits determined by the U.S. Department of Housing and Urban Development can be a helpful reference:

*These units have a project-based subsidy and applicants must meet the requirements of the applicable subsidy programs.  

Residency is open to all age- and income-qualified persons in accordance with the Fair Housing Act, which prohibits discrimination based on race, color, religion, sexual orientation, gender identity, national origin, disability, and familial status. 

Affordable housing refers to housing that is restricted via deed to households at specific income levels. For the proposed development, this would be for households at or below 60% of Area Median Income. Subsidized housing is a subset of affordable housing and refers to affordable housing that is further subsidized by the state or federal government. Because of the additional subsidy, these units would be affordable to households with incomes lower than 60% of Area Median Income.

Supportive services in Hebrew SeniorLife communities help keep residents healthy, active, and engaged to ensure they can continue to thrive. The Right Care, Right Place, Right Time initiative gives residents access to a wellness team that understands older adults’ health needs and can help coordinate care with primary care teams, specialists, insurance providers, in-home caregivers, and more. Residents are invited to participate in assessments and receive assistance accessing preventive support, health guidance, and nutrition counseling.

There are over 3,600 older people on the Stoughton Housing Authority’s federal and state public housing waitlists with an additional 1,700 older people waiting for a mobile Massachusetts Rental Voucher Program or Section 8 voucher from the Housing Authority. In total, there are approximately 5,300 older people on both waitlists.

We intend to begin construction in 2026 with the community opening in late 2027. We will update this as we finalize the financing and construction packages.

Residents will be selected through a lottery process in accordance with the Commonwealth’s Affirmative Fair Housing Marketing Plan guidelines. The process ensures fair and equitable access to all applicants who meet income and age qualifications.
